Topics getting the most attention in Laguna Hills public meetings, ranked by how frequently they come up.
Agenda Packet Transparency Dispute
Councilmember Wheeler said several consent items weren't in the packet he reviewed and abstained on three votes in protest. The City Clerk insisted the posted agenda never changed, and other councilmembers confirmed they read the same items online Friday. A discussion about getting draft agendas to council earlier may follow.
Sober Living Homes Education
Pezold asked for a presentation on sober living homes and what tools the city has, noting a regional working group already meets on the topic; the item will be agendized for the next meeting.
Tree Selection and HOA Disputes in Sycamore Place
Several residents want the city to remove the city-owned sycamore trees in the Sunset Place community, but the HOA insists replacements must also be sycamores. Staff laid out the history and past replanting efforts.
Curb Ramps and Street Improvements
A year after the initial warrants study rejected all-way stops, the Commission recommended the flashing-beacon crosswalk option at Aliso Hills and El Segundo — a $50,000 project. Staff will try to shave costs by bundling with an existing repaving bid.
Avenida de la Carlota Traffic Signal Synchronization
The city joined regional programs to upgrade signals along La Paz Road and Cabot Road with other cities — better traffic flow on corridors residents drive daily, with only anonymous vehicle-count data shared.
Building permit services contract
A new contractor, Transtech Engineers, takes over plan checks and inspections November 1. The council made faster turnaround and best-practice recommendations a priority, since permit delays cost homeowners and small businesses money.
Laguna Hills Drive median landscaping
A preliminary design is underway to landscape the Laguna Hills Drive median with new trees, shrubs and decorative concrete — a project residents have requested for years. It's currently budgeted at roughly $300,000 and will go out to bid.
Police Drone Pilot Program
The Mayor announced Laguna Hills is one of three Orange County cities selected for a 'drones as first responder' pilot, with two drones based at City Hall to scout calls and potentially reduce dangerous code-3 driving.
Crossing guard costs and school district funding dispute
The city will keep paying for crossing guards for six more months while re-bidding the contract, but councilmembers demanded the Saddleback Valley Unified School District pay its share, noting the district receives $75 million of the city's property tax dollars versus the city's $14.3 million. A bill will be sent to the district.
Beckenham Street permit parking for Acacia Knolls
Acacia Knolls residents lost roughly 40 parking spaces near Beckenham Park when the new permit parking district was created, and are asking the city to open the south side of Beckenham Street to resident permits only. The Commission put the request on hold until November to gather HOA data and fit it into the citywide parking conversation.
Senior Dial-A-Taxi program update
The commission received an update on the Senior Dial-A-Taxi program, which provides rides for older residents.
Citywide Speed-Related Traffic Concerns and Residential Streets Traffic Management Policy No. 350
The commission's ongoing review of the city's residential traffic management policy was pushed to September because Commissioner Caputo, who's done much of the work, couldn't attend. Expect a fuller discussion this fall.
2026 Weed Abatement Cost Report
The annual abatement program clears weeds and rubbish from specified parcels, which residents supported. But testimony about a neglected Oak Leaf Road home — abandoned, broken into, with standing pool water and vermin — revealed it's really a code enforcement matter, referred to Director Jennifer Lowe.
Measure M compliance and street funding
The council adopted the annual state-required list of streets eligible for gas tax (SB 1) funding. Actual spending choices on specific roads come later.
Council chamber civility
Two residents called out hostile conduct on the dais during last meeting's vet hospital debate, saying it targeted the council's lone woman. Sweeney apologized for how his frustration came across; Pezold thanked the speakers.
Memorial Day Half Marathon, 5K, and 10K Honoring USMC Team Darkhorse
The city's Memorial Day Half Marathon, 10K, and 5K is in the works, honoring USMC Team Darkhorse. Registration and racecourse details were reported as on track.
2026 4th of July Celebration
The city is gearing up for its Independence Day celebration. Staff gave the commission a pre-event briefing on what residents can expect.
Business License Program Exploration
Councilmember Pezold wants the city to explore requiring business licenses, arguing fees could fund police resources and help identify problem operators like illicit massage businesses.
Alliance Vet Hospital at 25226 Cabot Road
A proposed vet hospital next to a restaurant stalled over questions about the outdoor pet relief area, drainage, and odor. The hearing was continued to June 9 so the applicant can appear in person.
