First vice president of the Golden Rain Foundation described a two-hour street-racing event the night before and asked for increased enforcement, speed deterrence, surveillance, and coordination with neighboring cities.

Fourteen years of noise complaints; asked the city to join the multi-agency Zero Tolerance program modeled on Laguna Beach and urged weekend enforcement before Memorial Day.
